To gain an in-depth understanding of Shishi City's advanced practices in healthcare system construction and grassroots medical insurance reforms, Party Secretary Li Boqun and a delegation of six visited Shishi City on the afternoon of September 26 to conduct a special research activity on outpatient medication security for “two diseases.” The team engaged in in-depth discussions with Wang Liping, Vice Chairperson of the Shishi City CPPCC, and other relevant officials on topics including chronic disease prevention and control, medical insurance policies, talent cultivation, and research collaboration.
Hypertension and diabetes (referred to as the “two diseases”) are among the most common chronic conditions. Since 2019, medications for lowering blood pressure and blood sugar prescribed at grassroots medical institutions for "two diseases" patients have been included in the medical insurance coverage, with no deductible and a reimbursement rate exceeding 50%. As one of the demonstration counties for outpatient medication security for "two diseases," Shishi City has developed an innovative model and exemplary practices in ensuring medication accessibility and reducing patients' financial burden.
During the visit, the research team inspected the Hubin Community Health Service Center and Shishi General Hospital to observe the city's implementation of outpatient medication security for "two diseases." Discussions were held on the operational model of the “Digital Intelligent Diabetic Retinopathy Screening Program,” the development and management of family doctors, and challenges in "two diseases" healthcare security. A dedicated symposium was also convened.
This research trip strengthened collaboration between the college and local authorities, deepened the integration of medicine, education, and research, and enhanced the college's expertise in curriculum development and teaching reform, providing insights for the establishment of a medical insurance college. Moving forward, the college will collaborate with relevant departments in Shishi City to conduct joint research on medical insurance benefits and healthcare experiences for “two diseases” patients.
